Sure, Hawke could be a virgin. That is up to the player. Nothing is known about Hawke's previous relationships, if there are any. But I think a Hawke romancing Fenris already implies Hawke is not a giant flirt or someone who easily sleeps with people. Hawke has to wait for three years without romancing anybody else for Fenris to come back after all.

Chances seem slim there were other apostates in Lothering (except Morrigan, who visited the village on occasion). But unless a mages shoots lightning when he/she *ahem* climaxes, I don't see why mage Hawke could not have had a sexual relationship with some non-magical person in Lothering. Oh Maker, I shouldn't have said that about the lightning... I now have images in my head....
