I have a discussion Topic for the forum: If Anyone can go mad from simply touching Lyrium Dust, then what happened with Fenris's Markings that are made of Lyrium? Are they made from Lyrium Dust, or did Fenris drink a lot of Lyrium potions?
My personal opinion is that Danarius branded Fenris through the use of a magical instrument. I cannot see Danarius risking his life to try and handle raw lyrium since it has the potential to kill him outright. The man loved himself too much for that. So, I'd say it was refined lyrium.
Fenris talks about a ritual, which leads me to believe that there was a certain set of steps and probably magical incantations that had to be performed in order to make it happen. The actual ritual and how he branded him *shrugs* no clue. There are lots of theories. I tend to lean towards a special application of fire and electricity., magnified through a single point, so he could scribe on Fenris's skin. Yes there is something very wrong with me. But I do believe Fenris's body creates lyrium vapor in order to glow. He is possibly radioactive when lit.
If you want to get technical, and if you are interested in a real indepth view of Fenris's markings, Arquen wrote this:

Only David Gaider knows the answer to this question. But we can hypothesize.
By the way, I don't think Fenris drank lyrium or ingested it in any way. I tend to think it was poured on the top of his skin and then Danarius used his magical instrument to heat it and burn it into his flesh.

Or maybe he just used a lyrium Sharpie
