That was one of my biggest complaints about DA2. You couldn't mix and match weapons with different classes. I'm not saying that Isabela should be able to wield magic or Merrill a sword, but there could have been sensible combinations.
They made every class very restrictive. I could have pictured Fenris as a dual wielder (because it's sexy) with archery on the side. His great eyesight, hearing and reflexes would have made him a deadly archer. But no... we got one big phallic looking monster of a sword instead, the same height as him o_O I'm still unsure how he runs with that thing. It almost touches the ground when strapped on his back. What happens if he falls backwards while it is strapped to him?

I always played a dual wield warrior in DAO and was rather distraught(when I first played DA2 last year anyways) that I could not do so in DA2... I wonder why they didn't just make Fenris a rogue? Doesn't he spend much of the time(before he was introduced in act 1) sneaking around and avoiding Danarius and all his bounty hunters? You'd think that would take a high dexterity/cunning and would also be difficult with that Huge sword hovering on his back...

Or be n ex-slave with flashbacks, who gathers companions to help start a revolt and lead it. Fenris's help would be welcomedIt would have made the player angry, I think and urged them to want to change the situation.

Yeah I don't really think Fen was ever a mage either, it just makes for an interesting idea/story. : )
