he's quite happy if you spare him on *friendship*. On rivalry he's pretty clear he wants to die so Justice can't harm anyone else.

Then feel free to ignore Fenris' line in your playthrough. I refer to it primarily on mine.

I love both Anders and Fenris; Fenris is my favorite DA character, but I very much like Anders as well! I like their relationship, and I like how it shows the nuances in their characters. Anders is a little less mature than Fenris and also far more passionate and emotional. By Act 3 their banters are still snippy, but Fenris sounds a little tired and more reasonable, whereas Anders still sounds snarky and bitter.
The ONLY blight is Anders' line and approval that occurs when Hawke sells back Fenris. I think that's so disgusting, and such a disgusting blight on Anders' character that I completely reject it. I never sell Fenris back anyway. I refuse to believe that Anders would be happy about selling someone... even someone he hates... back into a life of slavery. It's completely character-breaking.

What havoc had Fenris done to innocent mages to that point in act 3? (Unlike Anders who has to be STOPPED from killing an innocent mage girl?).

Yeah, not going to mention, that those mages tried to recapture/kill him beforehand, and one of those mages were his personal torturer for years. But its ok, they are mages, so they automatically deserve mercy in your eyes. We know your stance, Xil.

Sadly, I'm unable to do anything about not killing those with a sliver of health left, as they just keep attacking.

Less than likely? If you do not immediately go after Hadriana and return to Kirkwall instead, you'll walk into another ambush. More slavers trying to kill everyone and capture Fenris. Even after ten years and who-knows-how-many wasted slavers later, Danarius still doesn't give up and goes to Kirkwall himself. He wants Fenris back, and I doubt that returning empty-handed would have been an option for Hadriana. Or she would have, and then later returned AGAIN with an even larger army as back-up. Danarius will not let Fenris be, and therefore Danarius' employees will not let Fenris be.

He wanted to let her go because he gave his word, not because he felt any pity for her. If not the word, i believe he'd feel nothing, but satisfaction from her death.
And yes, it's pretty much the same on friendship, just softer phrasing.

Fenris wasn't wreaking havoc though. He was going on his business. It's Danarius that continues hunting. Despite his views on mages (which I don't approve) Fenris never went on hunting innocent mages up to that point.Or stopping a dangerous antimage from wreaking havoc, from his point of view.
