Unless he only lost his childhood memories. Which would be "meh." 

I though he remembered being in the service of the magister and then running away and being chased. Enough that he knows he doesn't want to get caught but not enough to know the people who knew him before hand.

Yes, his bio says that he lost at least some of his memory.

The magister did that to him while Fenris was a slave, but seeing as how Zevran was sold to the Crows at age 7, it could be very early.

The girl doesn't realize what is going on, "B-but Fenris," the girl stammers. She runs off crying, obviously knowing what has happened.

Thus begins a personal quest.

Maybe if he gets his memory back and remembers his former lover he will leave no matter what you do.

Also, I kind of get why the writers don't want to reveal the LIs. I mean, in real life when we meet new people sex is hardly ever a foregone conclusion. Not knowing all the possible ways a relationship can grow is part of the fun.
Ugh, now that I've had this moment of clarity I kind of regret that I know anything about the game at all.  
It's only a little regret, though, and it's offset by all of the wonderful spoilers so I guess I'll live.
