I think that whole scene with the woman in the short story was to give us an insight into Fenris' personality.
We he's introduced he's got a pessimistic view on his life so far, the hunters have found him again because he stayed in one place to long and the world outside of the Imperium isn't as welcoming as he had originally thought.
But when we get to Fenris bringing the smackdown to his tormentors we see another side of him. Fenris to me at least likes being the violent, larger-than-life character this living weapon that can tear through an army of mooks like tissue paper. The swagger, bravado, and making the bread lady scream is all for show, it creates an image of Fenris the Unstoppable when actually deep down inside all the guy wants is some peace and quiet.
I'm with the Doc here. I get a sense of helplessnes from Fenris at the start - He's escaped but he doesn't know where to go from here and he's a little lost. I could just be projecting my own wants onto the character though.
But he does know where to go. He can hide with the city elves or the Dalish. But he doesn't want to. Maybe he doesn't like that the alternative is running indefinately but he likes it better than getting off the high horse.
I think we're looking at an example of indecisiveness. He'd rather do anything but behave in the way that is expected of elves in Kirkwall, but running sucks, and fighting squad after squad of hunters is satisfying but not ultimately getting him anywhere or ending his problems. He'd rather fight, apparently. And cue Hawke to push him in one direction or another.
