I think we all look at that short story differently, personally I don't think he is looking for a fight or waiting for them to catch up to him so he can kill them. I mean look at the begining of the short story as well.
He’d been lazy. Despite the fact that he’d known, still part of him refused to admit that it was so. He’d hoped against hope that he was wrong, that the signs were simply a fugitive’s paranoia. His stay in the last three towns had been longer and longer, his efforts to cover up his distinctive markings almost nonexistent. He told himself that this was a challenge. Let them come. Honestly what I get from this is that he is tired of running, but what choice does he have really? It's run and fight to stay free, or let himself get cought and/or killed. (refers to the bold skript).

I don't disagree with you, however, he's gambling with his life by procrastinating. I
highly doubt he actually wants to be captured. And again, he's not taking the options he has (sucking it up and blending in). Which makes me think that paragraph is rationalization, or telling himself he's not looking for a fight, or what have you. That's what most of my interpretation hinges on really. He's being indecisive but the cost of his laziness could be his freedom, which tells me there's more to it than just being sick of running. Bolded for emphasis:
He'd rather fight constantly and risk capture than hide? That's very telling. Is it any effort to put on a cloak or a long sleeved shirt? Doubtful. Sleeves and hats aplenty in Kirkwall, I'm sure. He's putting off or not doing very easy, simple things, including not looking like a peacock. To... fight indefinitely.
Replace it with any mundane task.
Fenris hates washing dishes. He avoids them and lately ants have been coming in droves to feast upon whatever is growing in his sink. He kills the ants, because it's fun to squish them or suck them up in a vacuum, but the dishes are still there. He could do the dishes, and he's sick of dealing with the ants, but he really hates doing dishes. He's above doing dishes, really.
Then again my interpretation is colored by the fact that I reeeeeally want an aggressive character. And I hate washing dishes.
