Samara: Only in a sense. The Justicars follow a... higher code of Justice, though we do bind ourselves by Asari civil law.
G: But you can arrest criminals, correct?
S: Any criminal I were to hand over to Asari police would be arrested without question, yes.
G: Then why don't you?
S: Why don't I do what?
G: Why don't you arrest criminals? I know what occured when Shepard first found you: you had that Eclipse at your power and could have handed her over with ease. There was no reason you had to kill her. And your daughter-
S: Morinth was a monster, and I would perfer you not speak of her again.
G: Monster or not, you could still have taken her captive, knocked her out rather than killing her. If having her pay for her crimes was important, you should have arrested her and handed her over to authorities who could try her.
S: Omega has no authorities.
G: I never said it had to be Omega, and you know it. You know Shepard would have done that for you. You know Cerberus would have the means to keep her subdued. You're avoiding the facts.
S: The fact is that Morinth was a criminal who deserved to die. Did you not share that save view not so long ago?
G: I did. I believed Sidonis deserved to die. Shepard persuaded me I was wrong.
S: And you would have been. Unlike you, however, I am sanctioned by a Code that shapes my actions. I am within their bounds, therefore I am justified. I have never strayed from their limitations. Killing the wicked is a part of that.
G: That's it? 'I'm allowed to, so I might as well?' That's all you have to say for yourself?
S: I have never claimed that my Code was merciful, or sympathetic, or kind. Only that it is Just.
G: I don't think you care about Justice. I think you were more interested in murdering your daughter without recrimination.
S: This conversation is over.
