Hey, so basically:
-my 360 packed in and (luckily within warranty) was replaced free of charge (it came with a letter saying the licences had been transferred and I just needed to redownload the DLC to make it work offline)
-the hard drive seemed to still contain all my dlcs already but I went through my history and redownloaded all of them
-my DLC (and the DA stuff as well, incidentally) works fine as long as I connect to live (or specifically DA servers/cerb network) before I start playing (I can remove the cable later and the game won't crash or the DLC stop working) but if I don't it'll say they're all corrupted when it does the startup check and if I try to load a game it'll claim it can't find them at all on my HD
-I've done another round of redownloading-no help, gone through my HD and deleted all the DLC then downloaded from scratch-no help, deleted everything related to either game from my HD and then downloaded the DLC again, no help (and the licences seemed to work fine since I didn't have to pay for any of it again...)
they're clearly there when I look in my HD and they work fine if I connect to live before I start playing, so it seems like the problem is that it can't recognise any of the DLC without the server telling it "yes that stuff is on the hard drive"
I have no clue how I'd get it work again without needing to connect initially, any ideas?
My Xbox is being difficult about DLC, any ideas?

You may have to do a licence transfer. DLC is tied to account and gamertag so when your online you wont notice if your licenses are tied to another console. The problem is when your offline it cant connect to the xbox servers to verify that you have access to the content on your HDD

The letter I got with the new console said the licences had all been transferred to it and I just needed to redownload it all, I did, no change, unfortunately

Normally, when Microsoft "repairs" a console, they initiate a license transfer. The next step is for the user to download the DLC again, which will, assuming the DLC is already on the hard drive, only download the license. Occasionally, this doesn't work as expected, and sometimes the solution is to delete the content, and then do a complete download again, which usually resolves the issue. It does seem that in this case, Microsoft failed to initiate the license transfer (oops). It is important to note that a user-initiated license transfer can be done once every 12 months. This limit does NOT include any Microsoft initated transfers though. Since you used your user-initiated transfer, just keep in mind that it cannot be reinitiated by you until 12 months from the date you initiated it, and you'll be fine.

yeah I had the same problem they did'nt actually do the license transfer and I had to do it myself. No biggy though.

The problem you have is that your saves are corrupt. They register do not register dlc. You might have to replace saves.

yeah, I did the licence transfer and redownloaded and that sorted it, cheers for help
