It's very easy to find in the toolset. Just go to the Items tab, open _Global->Armour, Boots->Medium->Unique and it's the last one under that folder.
I think you need to create a new script to be able to add it to your player, though. The stock createitem script creates items based on an ID number, and I'm not sure how to go about getting that. Don't think it would be able to spawn boots, anyways - looks like it's only for spawning weapons.
Just make use of the CreateItemOnObject command and GetHero().

But sadly I was uanble to get them from the cabinet 5 times now - there's only 1 lyrium potion and 1 health poultice there. It would be great if you could fix this BW guys

Stats isn't everything in a game. Personally I'm an achiever, I want to do it all. If something can be done, I want to do it. And other reasons are pure roleplay reasons. Really, if there's not any point finding items we might as well get the best armor to begin with and then not find any mroe armor at all. Right? But that's no fun...

EDIT: My Toolset crashes whenever I try to save it. I think it's due to my language settings as been mentioned in threads, but even the solution to that doesn't work for me so perhaps someone who actually live in the US or somewhere other than Sweden could give it a try.

Instead of: gen_im_arm_hel_med_elv
I've had a look at it, but it's a poor solution if you can add the boots to the cabinet where it's supposed to be right from the start.
