Finally I get to visit my homeland.
Having played all the Elder Scrolls games I finally get to visit where all those heroes came from.
My first character in the Elder scrolls has always been a Nord.

That's what I mean by the shout effects, not that each level will be drastically different from the other two, but they will be different, and it adds a lot more variety to the arsenals of stealth and warrior builds that don't cast any spells.
Although in the case of Iiz Slen Nus, two levels sprays enemies with ice crystals, but three levels encases them in a block of ice.

Not that I know of. They're still the setting's half-elves. Strong with magic, but not as strong as high elves, but also more resistant to magic, while high elves are weak to it.
