It's neither surprizing nor is it worthy of discussion, since you can become dragonborn ridiculously early in the game. (I once managed to reach High Hrothgar and talk to the Greybeards at about 4th level.) To put things in perspective, the game allows you to start this DLC earlier than it allows you to do any of the Daedric quests (for example), many of which won't even trigger until you're at least twice that levelJoy Divison wrote...
Am I the only one not surprised the DLC DRAGONBORN which involved a DRAGONBORN antagonist can't start in earnest until the PC is also a DRAGONBORN which would seem to be a prerequisite for a conflict between DRAGONBORNS.
Silly me.
