Just have "Villager" NPCs walking around or add some generic houses.
I mean the main town in the first Witcher actually felt like a town BECAUSE IT WAS HUGE.
I like that everyone has a name and all...but really TES has always had an issue that 90% of the population exists to be killed.

It's one of the things I really enjoyed in BG2, by the way. Athkatla was actually very big and it had dungeons underneath it and looooooads of quests. That was a proper city! And the rest of the game was still huge.

But if I could say something here. I most definitely would NOT want any Skyrim DLC to so deeply deal with a Thalmor conflict to the point of having us engage them in any sort of war. Because it wouldn't do the subject any justice. A friggin war with the Thalmor is a Huge, huge thing that will easily alter the political landscape of Tamriel. It's a major enough event to justify making it the main plot of the next Elder Scrolls game. To waste such a thing on a DLC seems... IDK, almost irresponsible.
That said, I'd love a DLC that takes the Thalmor issue out of the background and brings it to center stage, perhaps creating more tension and conflict.
