If the Dragonborn refuses to serve Hermaeus Mora in "Discerning the Transmundane", Mora tries to persuade the Dragonborn that he has been influencing the Dragonborn's actions all along. However, given how angry he seemed at the Dragonborn's rebuttal of his offer to serve as his emissary, Mora could simply be trying to screw with him. It's likely a continuation of Mora wanting the Dragonborn to serve him as his new emissary, even if the protagonist isn't inclined to bend knee to a Daedric Prince.
Yeah he's all talk, still out of the daedric lords I think he is probably the most dangerous one, due to him possessing so much knowledge.
Possibly. It certainly gives Mora an edge, and his Xarxes' authored book was able to burn Septimus from a mortal existance simply because of the information contained within. Speaking of knowledge, considering how the Great Library of Jyggalag was supposed to be a bastion of information about all people and creatures in existance, and Dyus' own knowledge, I wonder if Hermaeus Mora saw Jyggalag and his realm of Order as a threat to Apocyphra.
