Ahh, I see what you're referring to. The enemies appear to react and anticipate blows to specific body parts, if they're not caught off guard (in which case you'd just murderknife them). You're then able to quickly counter to another part of their body for a killing blow. The teleporting seems like it would almost make the game too easy, but it's probably just the video making it look that way.
So if I'm understanding this correctly, you'd like to be able to adjust strength/power/focus of blows in a more organic way, other than two attack "modes", if you will, ala standard or heavy attack (Skyrim)? Plus add in varying skills/weapons as the situation demands, on the fly? I can see that.
I'm more of a V.A.T.S. kind of girl, tbh. The level of skill and calculation it sounds like you're wanting doesn't interest me much, but I can see where it would for other people. My ADD manifests itself in other ways. 
But I would add that more games need to incorporate better climbing capabilities. If I'm not able to be all Assassin's Creed (or Uncharted, Tomb Raider, etc.) on buildings and rocks, it makes me a little sad. Probably doesn't fit in Skyrim, per se, just an unnecessary sidenote.
Dishonored combat is creative and about combo flowing
Every ability has it's use, and abilities can be combo'd for very creative and innovative uses. For example throwing a grenade, freezing time, then using wind blast to propel the grenade at further ranges.
The greates compliment a game developper can ever have is when players start to play around with the mechanics of the game and start creating interactions that even the developpers did not think were possible.
I myself am a community volunteer that works on DoTA, and everyday we are brainstorming more ridicolous ideas for new heroes.
Beta testers told me that Skyrim had HUGE plans and this was going to be the core element of gameplay
but Time and Budget constraints ended up with these mechanics never being implemented. What a massive disappointment

ironically the same company that made dishonored was the one that published Skyrim.
