In the case of stealth, they don't need to. If the worry here is that unlimited stealthing will break PvP, then the solution is to change the detection mechanics, NOT stealth itself. As it stands, stamina-based stealth may be one of the most lazy 'solutions' anyone can think up.
Even aside from its direct illogic, it forces rogues to alter their builds and become warrior-like with 'endurance' if they wish to use the most *basic* rogue skill in existance effectively. Of course this is only a major concern if you happen to be an RPG fan. But ESO isn't an RPG anyway, its an MMO, which is a totally different beast all together, so nevermind.

That's precisely the reason why I'm staying away from it and most other MMOs, I don't want to pay monthly fees just to play it and the alternative isn't all that wonderful either. F2P and microstransactions are worse, especially when it goes from F2P to Pay 2 Win which is ALWAYS a possibility.

Keyboard+Mouse>Keyboard+Trackpad>Controller.
Plus, PC/Mac is one megaserver, in relation to X1's megaserver and PS4's megaserver.
Then you've got the fact that its an MMO, communication is key, and that'll be easier on a notebook, so yeah.
I'll be fine paying a monthly subscription if its low. I think I'd rather just pay for a year or so at once if possible.

Well, its being built just like an Elder Scrolls like Skyrim in that there's tons of stuff to do all over the place, and you have to actually look out for those things, so I KNOW there will be ridiculous amounts of time spent getting things done.
I've played over 420 hours of Skyrim. And they've said that it would take around 600 hours to do everything in the game, and thats depending on how much you want to complete and how fast you get things done.
As a stealther, things usually take time. So I know that it'll be a looong ride.
That makes me happy.

While possibly true up to 50th, the End Game material appears to be thru Cyrodil to the other areas of the map. And even at 50th, I doubt that I am able to give anyone of equal level much of a contest, let alone want to....

I like the way GW2 handles it; you go to separate PVP maps to do PVP. Everyone else gets to enjoy the open world, free from PVP concerns.
More on topic; have had a rough week so the only thing I find myself doing in Whiterun is, after loading a reference saved game, slaying everyone not essential.
