I still maintain that they weren't forced, they chose to sign the treaty. It was their choice to end the war, not the Thalmor's not anyone else's.
The Battle-Borns are not the only ones of questionable morals in the Empire. There's the possibility that all the Imperial jarls will attend to the the Thalmor party, each and everyone with their pitiful excuse as to why they're boot lickers, some with worse arguments than others.
I recall a couple Imperials the Jarl of Falkreath that consistently comes across as less than honorable, be it at the party or on his throne., and of course, Maven. And the latter may actually be a better leader than the easily misled Law-Giver. But I cannot recall any other Jarls at the party or elsewhere that are not seemingly far better choices than their counterparts.
Now I know of some lesser attendees that I would like to remove from their offices or from Skyrim (eg; Erikur; Thane of Solitude) , but these do not appear to make laws.
