Yes but causing serious amounts of trouble doesn't mean killing everyone in town. Besides aren't the achievements just for the console games and not the Pc? If that is the case than us pc users don't have achievements.

That's actually why I'm curious how this is going to be balanced. With no major/minor skills and with everything starting at novice, barring racial bonuses, how will Bethesda prevent players from simply becoming masters of everything? It's my one huge worry.

Some place along the line, Todd Howard hired a fully grown panda bear to help program the game. I guess the panda spent most of his time eating office supplies and pooping in warm spots through out the building. That includes the warm confines of the server cabinets. I guess they started duplicating the game and found nothing beyond the alpha code actually worked. So Skyrim is being canceled for now, to be release sometime in 2016 as the first game set in Akavir... The Elder Scrolls: Hai'Fu'Lui.

yeah the perks for light armor and illusion seemed a bit underwhelming compared to the others.
