As for the skills, of course you can max every single skill, just as you could with Oblivion and MOrrowind. skill leveling also slows down to some extent the higher your reach.
the game pace and the world seems to be designed for characters from level 1 - 50. probably most people who are just playing naturally will not ever reach max level.
So you pick the perks you want in the order you want. and there are something like 280 perks to choose from.
And there are some additional perk like abilities you get from quests.
Now, without the class sytem, is there anything preventing me from simply raising all my skills simultaneously? Even if it becomes more and more difficult as each skill rank goes higher, I could still (theoretically) have my character work on every skill simultaneously, since all skills (from what I've seen) now contribute to level up.
Nope, there is nothing preventing you from playing a JOET (Jack of Every Trade).
In my case, I find it refreshing that I can RP a much more highly specialized character than I did in Oblivion, who only performs those activities related to his natural inclinations. For example, an Orc Barbarian who puts all of his points exclusively into Two-Handed, Heavy Armor and Smithing, and never learns any spells, or a wizard who puts all his points into a couple of schools of magic, without ever having to worry about raising Heavy Armor to increase HP, etc.
Worrying about min/maxing all the time to get three +5's at every level up was a bit immersion breaking IMO. As was choosing the skills your character uses most as "minor skills" and skills your character almost never uses as "major skills." Good riddance to major and minor skills, IMHO.
