Why would steam prevent you from ordering the game?

While I don't know whether his problem is technical or not, I sadly have to agree with him. I can't buy skyrim because I have capped internet. Even if I buy skyrim from a disc, steam will do the same annoying crap it always does to ruin my pc gaming. If it was just online activation I would be fine, that doesn't take anything at all out of my internet limit.... However... Well I will just quote it.
"You'll be asked to enter your Steam account name and password to log
onto Steam authentication servers, then setup will start. If you don't
have a Steam account you'll be asked to register one before installing
Skyrim. Note that some of the files may be pulled from the internet
through the Steam client to complete the installation, rather than all
being on the DVD."
Its the bit I bolded that gets me. For some god damn reason certain game require you to download ENTIRE CHUNKS of the game through steam EVEN IF YOU BOUGHT THE DAMN DISC. Civilization V did this to me, Dawn of War 2 and retribution did this to me, its just ridiculous.
And I am not talking about a few megs here, when developers suddenly decide to not put the entire game on the dix I have to download GIGS of data her, on average 2 gigs if I am lucky (for civ it was about 5.) Its stupid, it invalidates the entire POINT of buying retail, and makes me unable to play the game I buy unless I can borrow internet access from friends or family.
UGH.

If I can ever get the game legally I will be. I even made a pole asking what class I should be.

How many creatures can I summon at a time? I would love to raise an undead army.Nashiktal wrote...
I was going to make a sword and shield character, but now I am torn between that and a mage. I heard the one and only spoiler I will ever actually be happy to hear.
########SPOILER FOR SKYRIM######
At a certain point in the winder of college you get to choose if you want to become a necromancer. YES!!!!

Now what I can't understand is the fact of why they don't put the whole game on disk? After all we pay out $60 bucks for the game we should have the whole game on disk not just 75 or 80% of the game. They make it hard for the ones for which have capped internet.
