Interesting. I liked Sheogorath and a lot of the dialogue and quests in Shivering Isles, but there was something about the art direction that rubbed me the wrong way.

Dragons are going to be what this game is all about.
There are some unique dragons that you can speak with, dragons with many different types of dragon shouts, (not only fire, obviously), I can't wait.
But Todd made it clear they are not going to be spawning every five minutes. this will not be Mortal Kombat with dragons. There is some kind of function in Story AI or whatever it is called that determines when you will encounter your next dragon, and there is probably a lengthy delay to wait for you to level up or something before the next one appears.

Thanks! From the little I have heard of this series, the play is the thing; not so much the story behind it. True, or too simplistic?
If false, is it worth reading possible Wiki entries to catch up on the tale? I do not have the time and/or funds to play it all.

Yes, that's more or less correct. But while it doesn't have the narrative focus of Bioware games, that doesn't mean that the world and stories are uninteresting. The lore in Elder Scrolls games easily beats anything Bioware has done, there's just so much of it, with volumes of books to read, places to explore and discover, etc etc.
To put it simply, Bioware games are about telling you an engaging story. Bethesda games are about immersing you in an engaging gameworld.
You will not need to read wiki entries regarding the story, they are pretty disconnected. You won't need to know a thing about Morrowind to play Oblivion and you'll probably not need to know anything about Oblivion to play Skyrim, etc. On the other hand, it's easy to dump hours looking up sites such as The Imperial Library to read up on it's lore.
I will say though that outside from a few shining areas, I did not like Oblivion much until it was modded to hell and back. So, if you're interested in Oblivion, I suggest looking for mods.

Thanks again! This info helps me quite a bit, as I am unable to read much at all currently (eg; skip Codex entries), and while I have interest in Skyrim, I can skip the past games and save time and money.
Next question: What mods were needed to improve the game? Gameplay or personal taste mods?

Horses haven't been confirmed yet. They've said they want them as good as Red Dead Redemption or not at all, so we will have to get a confirmation of horses before anything else.

The biggest improvement to graphics IMO is Qarl's Texture Pack III OMOD
If you find that QTP3 slows down your fps too much, you can deactivate it and try instead Qarls Texture Pack III - Redimized. It is lower resolution than QTP3 and doesn't look quite as nice, but it is still a big improvement over regular Oblivion textures
