I realize it was a result of the treaty, but I'd like to hear people's theories as to how the Empire is supposed to build a defense against the Dominion when they've got Thalmors crawling around everywhere and are stuck doing their bidding. I think you are seeing things that aren't there. The Empire is currently at gun point, or rather, at sword point with Thalmor encroachment. The Concordate wasn't "Hey Imperials, let's form an agreement because we are equals and we shouldn't be fighting:)" it was "Alright Imperials, you may have repelled us but you knew that you couldn't stop us. As you can imagine, the Thalmor running the mill of their structure complicates the Empire's plans for retaliation. The reason why the Empire initially "Lost" the great war (The Dominion got the better end of the cease-fire), is because it recovered slower than the Thalmor and Alinor (Summerset Isle) did after the Imperial crisis.

They're the same to me. Their only goal is to close on you and they do it by brute frontal attacks. Even in groups I've seen no indication of tactics. I've seen enemies on battlements, inside a fort leave the walls and chase me down into a field where they are a nice easy target - mages, archers and melee characters alike. They consistently rush into a fatal funnel from their rooms into a hallway where runes, fireballs and chain lighning do bad things or a lone sword and board type can fend off superior numbers one at a time.
Enemy and companion AI might be the weaknest technical aspect of Skyrim.

I find the AI has it's glorious momments. In a game like this it's not going to be perfect by far. The NPC's are what I have a problem with. They attack Dragons when they should be running.

See, I had done the quest and it was alright after I escaped the Prison Mines. But long long after that, in some small village, I cleared some Mines from Blood Silver Mercenaries and a Markarth guard came to arrest me. I submitted and it entered the loop. I escaped conversation then and the guard was calm. But when I reached Markarth again, even near it, all guards would come with the arrest dialogue and loop it.
I had to sneak/invisible into the Shrine of Talos, the quest guards were there and attacked me, I left, the other guards engaged in the conversation and I chose "Pay the Bounty" ... all normal Markarth Guards were reseted to neutral faction against me. I am a Thane of Markarth alright but I chose to pay. Then I entered the Shine again and the quest guards were still there and attacked me. I left, they followed. The other guards remained neutral. So I entered the Shrine again, chopped off a pair of heards of those stubborn arses and it is all cleared!
After 190 hours and level 55 I would be really pissed if I could not find a way to clear the problem without resorting to console commands! Anyway, thanks to the tips I found searching the net I fixed it! =)

To be honest, the only way for the Empire to survive is if the gods allow it.
The current age is reminescent of the Interregnum and the Imperial Simulacrum. Without a Mandate of Heaven, the Empire tends to crumble. That's why the Thalmor hates Talos worship. They hate the idea of another Tiber Septim being reformed to bind their souls to Mundus and even worse subjugate them into humiliation.

I'll say this, at least there are competent and clear-headed people on both sides, so that you actually have a choice. Unlike that other game with dragons in it.

Not quite. I saw Louis Letrush being anihilated near Markarth by some bounty hunter sent from Riften and he still has his duplets in Whiterun. I doubt even a Werewolf can fix that! =/

I don't believe it is a bug.
And Farkas is the only one who wants a cure, not Vilkas btw.
You should of gotton the quest to help cure Farkas shortly near the ending of the Compainions or when the storyline is over, and you just get contracts from them. If you haven't gotton it, do a job for Farkas and see if it appears. I don't really know any other way for it to appear.
And also, there really is no "completeting" getting the work from the companions leaders. There just there if you want to go do stuff, you get at least 3 different jobs. They'll randomize so you'll pretty much get the same job everytime, when this triggers, stop getting work from that leader and go to someone else. You'll just be repeating the same thing, as you have already figured out.
If all this fails you, you should go to bethseda's skyrim forums and poke around there and ask for help.:happy:

- Complete the Smithing tree (unnecessary but might be cool for RP reasons - 4 perks left there)
- Spend 1 on Enchanting Recharging blow (unnecessary since I have some 200 lbs of filled gems)
- Spend all on Blocking perks (lvl 75 skill and I have 2/5 blocking efficiency and it's enough but might work)
- Spend all on Alchemy (level 49 skill with no perks. I'd craft only healing and regen magicka/stamina pots but I have zillions of those too)
- Spend all on Restoration (level 65 skill with no perks and I do use lots of Healing and Healing Hands - perhaps doubling its efficiency would do me good later on?)
I'm likely to gain a few more levels but I'm going back to using all my main gear so no more Sneaking and Light Armor, although I'm likely to still need using the Bow sometimes (lvl 60 skill) and I will probably reach 100 on Lockpicking (lvl 91 now with no perks)
I'd love to hear some suggestions, please?

I started out playing a stealthy dual wield thief character, but I tried blocking just for kicks and it is actually a lot of fun.
Of late I find myself approaching enemies stealthed and taking out as many as I can with one-shot dagger backstabs, then when my cover is blown I have been using blocking a lot more, especially when fighting enemies that use magic or shouts, as a good bash interrupts them.

If your going too use 2 perks at the same time, besides saving them, I'd say
Mage: 2 perk:Alchemy & Restoration.1 perk: Restoration.
Thief: 2 perk: Enchantment & Smithing.
Warrior: Restoration&Blocking. 1 Perk: Blocking.
Thats what I usually do on my perking, base it on my sign, and then do the perks that fit that sign. And then fill up everything else later.
But its all up too you!

As an avid Total War player I've been in that position in campaigns myself, where a rival attacks at the worst time or when you're not prepared and you've got to give up a lot even after fighting them off just to get peace. It's all about buying yourself some breathing room, to rebuild and reorganize what you have at your disposal. The Empire might have had a better time if it wasn't A) Weakened from just reforming it's Imperial Government and
The Empire lost half of Hammerfell and Cyrodil during the opening stages of the war and it had to be saved by fresh resources and troops coming down from Skyrim and High Rock. The Imperial City was largely recpatured by Fresh Nord Legions after the Imperial ones where almost totally wiped out in the retreat, while Hammerfell's Legions were similiarily decimated after a long retreat through the deserts of Hammerfell and had to be propped up with fresh High Rock troops. Just not having the crippling handicap of losing a massive chunk of land and trained battle ready soldiers at the outset is a big advantage.
Which gives the opprotunity to fight the war in Thalmor territory and have their infrastructure destroyed by the fighting instead of just the Empire's. Ultimately the combined forces of Cyrodil, High Rock and Skyrim have a greater chance to knock the Thalmor back than an Empire that suffered a military disaster in Skyrim and now has two estranged Provinces on it's borders. One bitter and distrustful the other actively hostile.

It depends on your playing style, but during this playthrough the most helpful standing stones for my thief character have been The Shadow at low levels (great to have an emergency exit strategy with once daily invisibility) and at higher levels The Lord (25% magic resist, 50pts physical damage resist).
I felt that my skills and character level were already progressing quite quickly, perhaps too quickly, even without using the Mage/Thief/Warrior stones.

It's also ironic that it was the Nords who saved the Empire, and in return they hand over a central part of Nord culture in their treaty. As Galmar says when you tell him "Nords have always been in the Empire"- "not this Empire."
