It actually happened in Fallout 3 that some of the open settlements would get invaded by giant radscorpions and deathclaws - very annoying. Traveling merchants also got themselves killed this way.
Like aforementioned, Radiant Story will replace NPC's killed by selecting an NPC's relative or friend to fill the void, but if you kill the NPC, you will not be treated nicely at all. This might include price if it is a store.
It was comfirmed prior to E3 that dragons can attack in cities, that they do attack in cities, and they even attack if you are chatting it up with an NPC.
Imagine that. Talking with an NPC about a side quest....WHAM...dragon attack!!!!
There is a loadout in between cities and the world, but even in Oblivion that was 2 seconds. No biggie. I'm sure dragons load into the city when they come in, but their loadin comes by way of us seeing them dropping or flying in.
This could bring up an interesting scenario, in theory. Because if a mill or store gets destroyed or sabotaged by the player, the economy locally is affected, so a wood mill being destroyed might mean no or scarce arrows in the entire region for a while, probably a predetermined timeframe.
Also worthy to note, again, in theory by connecting dots....if you could imvest in stores in Oblivion, its likely something similar or even more robust COULD be in Skyrim. Given the apparent attention to detail, i say its highly likely. So dragons could also pose threats to your investments.
You see a dragon drop in a start breathing fire in direction of the store you just invested 20,000 gold in.
