It's intentional... for game balance reasons. Daggers have their own little benefits that, if mixed with one handed perks, would probably break the system.
15x damage for sneak attacks is one. Imagine if you were able to also stack the 5/5 1-handed perk with that, where one handed weapons do double damage. You'd be up to 30x damage, before using any potions.... from one hit.
Daggers also attack twice as fast as swords, maces and war axes. Imagine if you could take advantage of the 3/3 Dual-wielding perk in the 1-h tree, which doubles your attack speed. You'd be attacking 4x as fast.
Now add those two together. You're dual-wielding double-enchanted daedric daggers and you're attacking 4x as fast, doing 30x damage in a sneak attack..... and all before using any magical buffs (like potions) or power attacks of any kind. Yeah, no. I'm pretty sure the developers of this game saw that crap and said, Ahh... we'd best not allow Daggers to take advantage of 1-h perks.
