This weapon is deffo not for tot-to-toe combat. At least not with some stronger enemies.

It does. All of those potions and items do apply to daggers.
I've used a lot of them. You can instantly see the base damage for your daggers increased in your inventory when you equip one of those items or drink a potion.

I usually use Slow Time to heal my follower, because I'm super duper anal retentive that way. Otherwise, it sits in my arsenal, gathering dust.
I used Become Ethereal last night to get through some swinging blades. I wouldn't normally do it that way, but there was no switch to turn them off, and I couldn't seem to get the timing right with Whirlwind Sprint. The moral of the story is, BE worked great in that scenario.

Told you BE was coollol. As far as Slow Time is concerned, the only use I ever had for it was a substitute for Steady Aim. Now that I have that, it pretty much just collects dust in my shouts menu lol.
