There are two problems with melee as I see it. First, there's very little feedback/recoil from an enemy when you strike them. Compare this to when you land a blow in TW2 - they stagger all over the place. Second, there is very little flow to the blows. They seem disconnected from one another and so there seems to be no combos or anything of the sort. They should have looked at hack and slash or fighting games and developed an actual system. This is likely where a game like Dragon's Dogma will be better than Skyrim.
A few things I've noticed from playing two types of melee builds.
1) Dual-wielding 1 handed weapons is as you say. There doesn't seem to be 'weight' behind the blows. You'll find yourself not noticing any graphical/physics difference between a power attack and a normal one. Even when you manage to pull off that 1-handed finishing move where you send the opponent flying halfway across the room, it just feels... odd. (I just tapped you, why are you flying across the room?) But by huge contrast, I found that there IS weight behind your blows when you're using 2 handed weapons. it's much more visceral. You can *feel* the impact when you swing an axe.
2) There are combos in this game. On PC if you're dual wielding, and you have a full stamina bar, hold down both mouse buttons and your character will do a 3-hit combo thing where he spins around as he nails the guy in front of him with 3 quick hits. It looks cool and it *feels* exactly like it does in TW2.
3) just like in DA:O, you can slice people's heads off with blunt weapons like maces and warhammers. lol Still love it though, it's just that... it shouldn't be. Hammers aren't sharp, why is this happening?
