I just bounced through the thread and a few posts, after the vid parts. From what was said on the podcast, the leveling system will be similar to Obl. If I understand right. From watching the Demo, the skills increased from using the associated action. So if it is like Obl, I found myself grinding for skills more than actually playing the game. At least after my first playthrough.
It will be a bit similar with some key differences
1. no major or minor skills - you do whatever you want, specialist or jack of all trades
2. no running to increase athletics
3. no jumping to increase acrobatics
4. no spamming Unlock spells on a door to raise Alteration
5. according to Todd Howard, they tried to get rid of most of these repetitive leveling activities
6. each skill has a different perk tree with perhaps as many as 15-16 perks for each skill (total perks 280, total skills 18)
7. in between character levels, some perks get unlocked when you reach a certain skill level, some perks require the perk before it in the tree to get unlocked
8. at character level up you choose one perk per level, up to level 50
9. theoretical maximum level is 70-80
