The book "Bear of Markarth" shows you're wrong. It mentions that Madanach's reign was peaceful and prosperous, and the Empire even would planned to make a treaty with them and let them have their own kingdom. Until Ulfric came and killed everyone.
I appreciate Madanach and his Forsworn for their honesty, while I despite Ulfric for being a hypocritic coward.
The empire had no intention of making a treaty or that's what they would have done. Ulfric was still an imperial soldier at the time- he was not acting on his own. The clearing of Markarth was the empire's doing, then they sold him out afterward when the Thalmor got wind of it all.
Doesn't anyone consider the source when they read things like that? Like Dragon Age codex, the books are written from a POV and this one is imperial ass-covering after the Thalmor heard they had promised Markarth religious freedom. Just look at the last page where the book sums up "..and this is why we played around with Talos worship in Markarth, because Ulfric is such a meanie and we had to. Waaaaaah." Ulfric became the imperial scapegoat. Once they got from him what they wanted, they threw him under the bus. They're the ones who are hypocrites and cowards.
