Did your god tell you that certain people are not worth mercy? Since Aedra you know can talk to people I assume that people would ask if he did.
Not like it is not funny to watch them do their best and FAIL against single foes.
I seriously just watched one vampire take two on, kill one raise him, then turn invisible while the remaining one and the thrall fought.
Then he came back healed, and killed the other.

Well in fairness, do the Deadra ever do anything that doesn't end up causing some bad crap to go down (with a few exceptions)? Plus if you look at daily happenings, manipulations etc in that world, and then see cases of active intervention from the gods. That pretty much says, hey look, if they screw up enough majorly we'll come down. If its minor, then you kill them yourselves.
Besides, technically the things they hunt are only "people" outwardly. But are little more than savage beasts worthy of destruction. The Companions are the only Werewolves I've seen who are Good in a manner. But mute point I cured all the ones I could. Vampires on the other hand I've only seen one count of a good one. And thats from Oblivion.
In short most Vampires were highly manipulitive, plotting, and harvesting the villagers. From one man being forced to hide in a cabin as his wife-to-be was killed and him framed, to a plot to basically enslave and destory a whole town which led one man down a bad path, which killed his wife and daughter. Then look at Skyrim, with the Museum for Dagon. That Crazy ass Dark Elf uses all sorts of reasoning to rebuild the blade and why the histories are a lie. In the end Dagon didn't care and just wanted him dead. But what if his crazy ass plan had really worked?
The Vampires by and for the most as well as other Servents of the "bad" deadra if shown Mercy would use it to strangle you. Its like the Mob or fanatical enemy combatants in Real life. Show Mercy and don't be surprised to see them with RPG's or hitting your shelves with baseball bats soon after. Its one thing to be a bleeding heart. Its another to live with these situations.
Its much like various anti goverment groups and such. Some people want Justice, vengence, or really both, as they are two sides of the same coin. And they arn't willing to wait on gods or powerless authories to get it. Look at Dawn Star as antoher example, lets say you had bad nightmares, couln't sleep, just very bad psylocical issues. And then you learned it was because it was of a dark god or godess, then you find out that there are cultist of said god in the town that did it. I highly doubt you would be screaming Mercy for them when the Lynch mob comes. Or would be charitible to fallowers of said movement when you seen it again.
As to the silence of the Gods, well, as an old saying goes "Its better to ask for forgiveness than permission" or "If nothing is said that means yes" Plus in the case of the TES world you have active cases of the Devines laying the smack down. So that should be seen as a free pass. Plus its technically not a religous war. Not all fallowers of the Deadra are under attack, in fact some are outright worshiped. But are devided up clearly by what they do in "bad and "good" cases.
The Vigilant of Stendar may claim to go after all of those or what not, but I think its more of a selling point, given not far from them is a huge and publicly known statue to one of them that only has a lone priestess for protection. They may be weak but I dobut that would be a problem for them.
So technically its not wholesale slaughter so much as an armed Neighborhood patrol.
