It does when you are missing half the equation of what makes up an individual. Skyrim is nothing but skills...and is completely lacking in any other area of what defines an individual. Not everyone is gifted enough to be a pro athlete, or a born genius.

They don't, otherwise We'd all be walking around with numbers over our heads defining how strong we are, how smart we are, how charismatic we are, how wise we are, and how dextrious we are.. But we don't, because this stuff is abstract. In the real world nothing but Accomplishments can ever measure our "attributes". In games, stats serve no purpose but to attempt to objectify that abstract. And generally speaking, they almost ALWAYS fail.
But forget about that. Lets focus on your other 2 claims.
1) that such an Attributes system is the only means to define a character; and
2) Skyrim lacks such a system
Both claims are demonstrably false, and the second claim specficially illustrates your lack of knowledge of Skyrim's gameplay mechanics (yes, this is becoming a habit with you. here we are, again having to stop and inform you of something you didn't know about the game's basics)
With regards to the first claim, a stat-based Attrubute system most certainly is NOT the only way to define a character's innate skills. A
more realistic system can be employed that defines career ability/skill via
aptitude. That is to say, a game that wants to project Orcs as a physically stronger race than wood elves would make it so that they either advance faster in weapon craft or else they begin at level 1 with higher melee skills. Ditto with Magic. if High Elves are meant to be more intelligent than Nords, then such a game would begin High elves off with either more magicka, or more points in the spell schools, or give them the ability to advance at a faster rate with magic than Nords.
As for #2, Oh SNAP, see #1, that's precisely how Skyrim handles the different physical attributes of the different races. it also gives each race a racial power that further defines their innate strengths.
And this is to say nothing of the overlapping that magicka, Health and Stamina give, which Elhanan pointed out to you the last time you came here to spout your moronic viewpoints.
