The Cell processor makes it very difficult/awkward to develop for, even though "in theory" it could perform better than the more traditional CPU of the Xbox 360 if you went out of your way to superoptimize a game for Cell. On the other hand, DVDs aren't cutting it anymore, so the 360 is clearly behind the PS3 in that regard - just look at all the multi-disc games that have been coming out for 360 lately. Having to acccomodate for disc swapping can affect development drastically. That was the reason ME2 was split into two parts and you weren't able to start recruiting everyone from the start.
