I am having problems in finding Mardy to start the "Of Noble Birth" quest. Can anyone please help on this?

As you head to the Commons exit from the Palace there are two Dwarf women on your right, just past Harrowmount's Estate. Talk to them- one is Mardy- and the quest is available.

I did find Mandy during "origin story". Are you saying she is in the same place, when my character returned back as a gray warden?

You have to talk to her during the origin, before going to the Proving. Both girls are 'Noble Hunters',,

You arrange a later 'assignation', and that's it until just after the finish of the Main Dwarf Quest, This bit is buggy- coverd elsewhere, and (personally not yet seen) a mention in the epilogue.

(DNM is my 10th and last of the origins, now replaying to run additional mods - now level 28 and Elves stiil to go before Landsmeet)

Thanks for the help guys, I found out this is a weird glitch.

I'm having the same issue. I go to the Diamond district and Mardy is nowhere to be seen
