They're all useful in their own way but if I had to pick one...
Incendiary.
Stops health regen, allows you to take down armored targets out at range with rapid fire weapons and keeps you from engaging them at close range (YMIR, Krogan, Etc...)

Cryo Ammo is 'best' ammo power imho (and the devs' - only ammo power not available through squadmates).
Rank 1 is great for Shep; the squad version is awesome - it actually makes squadmates useful (besides their powers), they will freeze enemies constantly. This provides excellent CC and frozen enemies take more damage.
Inferno Ammo is great for group-charging Vanguards; it can ignite all nearby enemies - it doesn't matter if they still have defenses up.
Disruptor Ammo is great on Geth missions; Warp Ammo on Collector missions.

As has been stated, it depends on the enemy. Incendiary Ammo, is good against armored or organic enemies, it burns through it quickly and scatters organics out from cover. Cryo is your solution to strong enemies ie krogan because of its freezing effects, I tend to use it on synthetics as incendiary doesn't scatter them. Armour piercing is as it name applies, warp ammo is a weaker but more used version of warp.

I like Cryo for most situations, although Incediary is has definite advantages, but let's not forget that Disruptor ammo chews through Geth.

Incendiary is my ammo of choice, but other than shredder they have their uses.

Enemies defense can be broken down into five types:
1. Shield
2. Barrier
3. Armor
4. Organic (Health)
5. Synthetic (Health)
You can weight each defense based upon how much of it exists in the game (on Insanity), or based upon how dangerous the enemies with different types of armor are etc. I choose the following weights:
1. Shield: 20% (Weighted down a bit because it's soo easy to remove with Overload or any 2 aoe attacks)
2. Barrier: 10%
3 Armor: 20% (Weighted up a bit because enemies with this are among the most dangerous)
4: Organic: 40% (Panic:30%/NoPanic:10%)
5: Synthetic: 10%
Warp = 0.5 * (Barrier+Armor+Organic+Synthetic) = 40% Damage
Armor Piercing = 0.7 * (Armor+Organic+Synthetic) = 49% Damage
Incendiary = 0.6 * (Armor+Organic+Synthetic) = 42% Damage+ 30% AOE! CC (Organics that panic)
Disruptor = 0.6 * (Shield+Synthetic+SyntheticArmor) = 20.4% Damage+ 10% CC (disable) + 20% CC (overheat/2)
Cryo = 50% CC (+100% damage to frozen... if you wait for it)
Shredder = 1.0 * (Organic) = 40% Damage
The best choices for +Damage are: Armor Piercing, Incendiary, Warp, Shredder
The best choices for +CC are: Cryo, Disruptor, Incendiary
The best choices for a mix are: Incendiary, Disruptor

I'm also a man of the Incendiary variety. Inferno is just really useful all around. Personally I just love making enemies do the fire dance. If I'm messing around, I'll just make dudes fire dance around and not kill them until I get bored watching them pirouette around trying to douse the flames.
