I think CEP was added by Hak and not ERF file... Gah

Well, you'll want to download the CEP 2.3 version if you have not already. You can get that here.
If you've already done this and simply want to add CEP 2.3 to your single player module, here is the order.
cep2_top_v23
cep2_custom (optional)
cep2_add_phenos5
cep2_add_phenos4
cep2_add_phenos3
cep2_add_phenos2
cep2_add_phenos1
cep2_add_tiles2 (optional)
cep2_add_tiles1 (optional)
cep2_ext_tiles (optional)
cep2_add_doors (optional)
cep2_add_skies (optional)
cep2_add_rules (optional)
cep2_add_loads (optional)

cep2_core3

Your module should be set to use cep23_v1.tlk for cep 2.3 as the custom talk table.

I think that works as well...but I never figured why people would need to use the 2.2 version tlk for 2.3.....it feels like begging for problems...even if it should work in theory...

If someone does not have the 22b then they will get missing hak error when they try to log in. Better to use the most up to date if it is a new mod you are working on.

What you do is rename the "cep2_top_v22b" to 'cep2_top_v23' or rename a copy, and you will be good.
