No, it's nothing like a save game editor. It's the tools with which DA was built, the same as the Neverwinter Nights toolset (or GECK for Fallout 3/NV, TESCS for Morrowind/Oblivion, Djinni for The Witcher, etc.).

It doesn't work with Awakening content directly, as Bioware has not released the sources or provided a database update. You can use some workarounds to make mods for Awakening though.

The toolset is designed for modders to create new content for players to experience, such as new quests, areas and companions. Its not really designed for people who just want to play the game - though the actual mods themselves are.

My mod Alley of Murders (see sig), integrates seamlessly into the main campaign and is easy for players to install. Mods like Ser Gilmore and Dark Times also do this. Alternatively, you could try The Carrion Birds, The Dirge of Coldhearth or Baldur's Gate Redux for standalone adventures separate to the main campaign.

You might want to consider a community-made mod such as Respecification. I haven't tried that one myself. You can find others in the Community Index.

The toolset will certainly do what you want, and a lot more, but it's a professional development environment with a significant learning curve.
