Okay, I don't have an online connection at my house, but say if I go over to my cousins (who has online connection and xbox live) and put my hard drive on his xbox to play with my mass effect 2 profile and get all the missions and armor that comes with having online, but if I put the hard drive back on my xbox (which doesn't have xbox live would I still have all the missions and armor that I had when I did have online?

Yes. You download the content to your hard drive, not your actual 360.

Yes, as long as you downloaded the DLC to your hard drive. Internet access isn't actually required to play the DLC.

You would have to have live to download the content from the Xbox Live Marketplace.
But if you put your HDD on another person's Xbox 360, and then used his live account to download it to your HDD, it would still work even if you did not have live. If your friend bought it, he would have to redownload it to his HDD.
