 Here is a list of what I would like to be able to do to create my own missions campaings etc.  
Please tell me if any of these are possible to do with the toolset or not:

Custom character creation:

• Textures
• Voice overs
• Animation
  

Custom Level design: 

• Making my own objects
• Adding my own texture
• Or modifying current in game object to the way I want them to look.  

Audio

• Adding my own music
• Adding my own voice over work in cinematics
• adding my own sound FX

Yes, pretty certain all of that is possible. That doesn't mean everything imaginable is possible, and you may have to use some third-party tools, but none of those things should be impossible.
