Timeskips are in DA2 for a reason. Awakening is suppose to take place in a short period of time. That period of time could take place during a timeskip. Problem Solved.

No, it's not. Because, after Awakening, both Anders and Nathaniel remain as Grey Wardens; they can't just leave to help Hawke rise to power. Except for a brief journey to the Circle of Magi to hold lessons on The Architect, Anders remains with the grey wardens assuming he doesn't die or is turned in to the templars. Nate has a similar ending assuming he doesn't die (though depending on circumstances, he will also save Teyrn Fergus Cousland's life at some point).
Don't get me wrong, I loved both characters, but out of a story perspective, having them return as full-time companions simply don't make sense unless BioWare retconned their epilogues (which still doesn't remove the possibility of them being temporary companions in the game or DLC). And why bother retconning previous story details only to bring back grey wardens (who're sworn to battle the darkspawn, not help some refugee seize power in a big city) who may or may not be dead in a lot of playthroughs, when you could instead write a new character whom you can decide when and how he/she will appear, or make use of an underdeveloped (but interesting) DLC character?

Shale: DLC character, very easy to accidently kill in DA:O: Unlikely
Sten: I dunno enough about him to make the call. I would guess he's one of the likelier ones.
Leliana: Could die in DA:O in a number of ways. Unlikely although extreme popularity may help.
Alistair: Won't happen. Either king or a bum.
Wynee: Just not popular.
Oghren: Already had a prime spot, but beloved by devs and tough to kill. Fair...
Morrigan: It's official she is not in right?
Zevran: Could die WAY to easily. Very unlikely.
Dog: Maybe? Hard to fit into story though...
My bets on Oghren, Sten, or Dog... not counting awakening cast.

even if he is not Anders he might still be a companion, considering he's standing besides Aveline and Bethany, and all the known companions are in sight...and more than 3 to call it the party...

Edit: It would be amusing if Anders goes off to appear in Awakening, only to come back with Sir Pounce A Lot.

Here's a list of DAO party members and viability as DA2 party members:
Alistair- Either has a country to run, is a lush, or is just being a regular old warden. Not likely to show up and be a party member.
Leliana- Is free to go, assuming she doesn't commit suicide in the wake of your lover warden's heroic sacrifice.
Wynne- Does not have 10 years to live.
Sten- Will be invading or AWOL.
Zevran- Could be available, but should be way too busy with Crow business.
Shale- Is available.
Dog- Does not have 10 years to live.
Oghren- Is available, but this fan unfavorite has inspired enough hate as is.
I'd bet on Leliana because she's rather well-liked and her epilogues usually end in "she goes off adventuring some more."

the hair colour could be off...fenris looks like he ate too much spinach. as for it being short...maybe it's just really pulled back?

Other than that, I'd say Shale is the most likely.
Honestly, though, I wouldn't be too upset if any character showed up again. Aside from Morrigan, of course, because I'm tired of her.

Ya, speak for yourself. You don't know he's a fan unfavorite. You know players hardcore enough to frequent Dragon Age forums are DIVIDED on him. Nothing more. And hardcore fans like you or me are a very small portion of the playerbase and not by anymeans a good representation of the whole.
He may be far more popular among the more casual crowd.
