She can easily be missed, but if you look carefully enough on Garrus' recruitment mission, you will meet her. She will eventually attack you together with the mercs during the gunship fight, at which point you will have to take her down.

  Oh god, Vigil.  Vigil telling me about what happened to the Protheans almost made me cry.  Poor thing.  Though it just lost power, so maybe there's a possibility of restoring it again?

Other than Vigil, Nihlus.  He was a bamf.  I also wish Okeer had lasted more than a few lines.  He was interesting.  Bats*** crazy, but really interesting.
