For those of you who suggested Aria T'Loak, I have to question that decision, if not argue against that. Let's face facts, if there's one word to describe Aria, it's ambitious. It's too easy to foresee her trying to steal control of the ship right out from under Shepard, especially considering how often he leaves someone else in command while he's ashore on a mission.

I do agree, however, with the idea of having someone with some experience in shady dealings, someone who can make a successful enterprise with under the table dealings. As such, I'd nominate Fist, as he has the advantages of Aria, with the added bonus that if Fist got out of line, Shepard could smack the stupid off him, and what's more, Fist KNOWS it.
