So Im doing another playthrough with the Vanguard (which is my favorite). I've heard alot of talk about charging all the time and getting into the thick of battle. But Im a more tactical vanguard. I wait for the right moment to charge, until then I wipe enemies off the map with shockwave and pull them out of cover so my squad can own them. I also see that many people use cryo ammo. I myself never use it... What is the point of cryo ammo?
In short, Im looking for someone to help me make a build that suits my playstyle.

Cryo is used to lock down enemies so they don't shoot at you. Most people give squad cryo so when an enemy hits just health he freezes and is no longer a danger. It is a very nice ammo to put on your squad as a Vanguard and the put Inferno on your guns.
At higher levels ie where protections are on all enemies such as Hardcore and Insanity, Shockwave has very limited uses and thus is rarely used. Most of the time people want Inferno, Squad cryo, Heavy Charge, Vanguard class all maxed leaving very little for others, which most people want to take a bonus talent up to max.
On lower difficulties you can use Maxed Shockwave for some good results, plus area charge, and even area pull, for more casting and less charging with ammo powers. But for a build that can be used on all levels then:
Inferno -4
Heavy Charge-4
Squad cryo-4
shockwave-1
Vanguard-4: usually people like the version to lower recharge to reduce charge times.
bonus talent: Slam, Reave(area), Stasis, Neural shock-4

Which shotgun should I use? Claymore or Scimitar?

Try them out. They're completely different guns and emphasis different methods of play. I generally prefer the Scimitar as it's fast rate of fire tends to allow you to stagger multiple enemies, but you may prefer the one-shot-one-kill Claymore - just make sure you get the hang of the reload trick.
It's probably worth trying out the Geth Plasma Shotty and the Eviscerator too, as they're longer ranged and offer other advantages. It's really about what you want from your shotty.

For an any difficulty build given your play style I'd do this.
3 fire ammo
4 squad cryo
2 shockwave
4 area pull
4 heavy charge
4 vanguard special(I prefer lowering cool downs)
1 stasis
A variant would be to drop squad cryo and take reave as a special to 4.
It allows your tactical gameplay while limiting how much you put into shockwave which while cool on lower difficulties is sucky on hardcore and insanity.
As for shotgun if you have the reolad trick down I day claymore, otherwise scimitar and take the sniper rifle for the viper and armor destroying goodness.

Or use group dominate as your bonus, on lower difficulties, you will be controlling several foes without needing to drop their shields, and on higher difficulties, you can use it on a single target, group dominate lasts just enough untill the controlled dies.
