I think Welles' face nicely expresses the emotion many people feel right now, though. "Damn right Bioware, I knew you would not disappoint".

I think people recognise the expression Welles has in the gif, tbh. It's used in a silly way. Like having a serious face on top of a dancing animation. It still conveys happiness/excitement, but in a more funny way. People like to make others laugh.
That, and it can also be seen as a man so enamoured with a performance, he applauds in a fierce and passionate way...
