Uh, no. The demo doesn't have the comic at all. Also,
IGN is saying the same thing:
Sandwiched between the opening cutscene of the game and the character customization screen is an "interactive back story comic."

So, this is unlikely to be a mistake. My guess: if you've installed the comic, since it is DLC, it alters the opening scene with TIM and Miranda so the Council dialogue is dropped.
Also, I should note that, "after the Prologue" was incorrect on my part. Or imprecise, rather. Technically, the Collector attack, Lazarus station, the meeting with TIM, Freedom's Progress and the intro and tour of the Normandy SR-2 are all considered part of the Prologue. All the game files for those sequences are prefixed with "pro[something]. E.g. "profre" for Freedom's Progress data.
Anyway, the comic happens after the attack on the Normandy.
