Harbinger sounds like a whinny b!tch. Sure he's probably as bad ass as Sov, but he certainly goes about it a different way.
...Plus Sovereign's vocal effects blow Harbinger's out of the water.

"You live because we allow it, you will end because we demand it"
"I am the Vanguard of your destruction"
Badass.

See if you think about it, Sovereign was a total failure. I mean his only job for like a googleplex years was to sit and watch the fleshy races and press a button that wakes up the Reaper fleet and summons them to dinner.
So at best, he was an alarm clock... that failed to go off.
Harbinger seems like the guy the rest of the reapers then turned to after Sovereigns failure and said "Ok dude, the dunce we has on watch duty kinda failed so please do something so we can get dinnertime".
He is like that rockstar employee that is brought in to finish a project at the 11th hour since the nublets who were working on it for the past 5 years were incapable of delivering the goods.
And let us not forget that Sovereign is actually dead. I mean how much more proof of his idiocy do you need? 1 reaper vs. the entire galactic fleet? Any normal reaper knows that is a suicide battle, but Sovereign decided to go ahead and try anyway.
Harbinger was much smarter, he let the collectors do the dying so he could live to fight another day.
So in the end,
Harbinger > Sovereign.

I would have to say Harbinger.

Agreed. Harbinger seemed overall more intimidating than Sovereign.

Harbinger is only their captain just like Sovereign but Leviathan is their leader
Who the smell is Leviathan? New Reaper confirmed to be in ME 3 or something?

Sovereign, even the name is majestic and implies some sort of importance. He knew how to insult properly. I hope Harbinger studies those quotes and learn a thing or two about how to be truly intimidating.

and Sovereign was much more of a fear factor as he actually seemed like he knew what he was doing

I seriously think BioWare should do this now. That would be amazing.ModestmeNTaLmogul wrote...

I was left with the impression from ME2, that key moment in the narrative was not. In ME 1 for me the key point was a conversation with the Sovereign, the moment when I found something special.

It still gives me chills to this day. Sovereign was/ is one of the scariest things I can think of, in or outside of the ME universe.
That being said, Harbinger definitely had a leader vibe going on. He was this mysterious hand, guided the events of ME2. He was sort of like the Reapers' version of the Illusive Man. That's got it's own badass factor to it.
