I preferred ME2 but I still think Sovereign was the best.

Sovereign for now, but we've not actually encountered Harbinger properly yet. After ME3 and we've seen Harbinger for real - then I may answer differently.

 LOL! smell my armpit first! After the suicide mission in ME2 you can see him,a larger,odd-shaped Reaper right next to Harby heading toward the Milky Way galaxy with the Reapers fleet and yeah Leviathan is the main Reaper in ME3.

Sovereign...definetly sure he might be dead, but he seemed more ruthless and No he isnt dead because of stupidity Sovereign could have taken on the entire Human/Citadel Fleet, He didnt count on Shepard making butter out of him though!

It's really no contest. Now maybe if they actually hire a decent voice actor for Harbinger (and not a guy who plays random mechanic NPCs in the series like they did) and bring back their godly machine vocals and give us some proper interactions with him instead of ridiculously annoying combat taunts, that will change.

Not only is Sovereign better (or worst depending on your point of view) than Harbinger, Sovereign is one of the greatest villains in video game history in my opinion.

The "rudimentary creatures of blood and flesh" dialogue scene is still the high point of the entire ME franchise for me and puts Sovereign up there with Darth Vader in terms of general badassery.

It's Harbinger for me. Sure, Sovereign was more badass, but Harbinger was a lot more smarter than Sovereign. Sovereign was just an arrogant machine who didn't realise what threat Shepard really is. Whenever Shepard asked him something, he replied with insults. Also, he was so st**d to attack the Citadel alone with some geth ships. Harbinger, on the other hand, was smart. He acknowledged Shepard as a threat, used the Collectors and when Shepard destroyed the Human Reaper he didn't seem to care much.

Sovereign sounded a lot cooler (though, as Harby's still alive, we may eventually get sufficient interaction that pushes him past Sov on the awesome-meter).

I would have to say Harbinger.

See if you think about it, Sovereign was a total failure. I mean his only job for like a googleplex years was to sit and watch the fleshy races and press a button that wakes up the Reaper fleet and summons them to dinner.

So at best, he was an alarm clock... that failed to go off.


Harbinger seems like the guy the rest of the reapers then turned to after Sovereigns failure and said "Ok dude, the dunce we has on watch duty kinda failed so please do something so we can get dinnertime". 
He is like that rockstar employee that is brought in to finish a project at the 11th hour since the nublets who were working on it for the past 5 years were incapable of delivering the goods. 

And let us not forget that Sovereign is actually dead. I mean how much more proof of his idiocy do you need? 1 reaper vs. the entire galactic fleet? Any normal reaper knows that is a suicide battle, but Sovereign decided to go ahead and try anyway. 
Harbinger was much smarter, he let the collectors do the dying so he could live to fight another day.

So in the end,

Harbinger > Sovereign.
