I'd like to keep Leliana using bows, but she ends up so weak that I can hardly even consider using her. I am currently using a shortbow, rapid shot, and Song of Valor. I stack dexterity on Leliana to improve her puncturing weapon damage. Is there anything I'm missing? Maybe something I should be doing different? Or are archers really as weak as I am lead to believe?

Well, see, I'd really like to -use- archers, though. I just want to know if there is any way to make the class decent enough to consider using. Maybe not as good as the others, but mind you I -really- want her to be an archer.

Well if you REALLY want her to be an archer, I'd say get as much damage bonus as you can...aka ranged critical strike chance or ranged damage...and stack dex of course as you already are I assume.
Master Archer is a good thing to go for...you get aim and stuff, and then move your way downwards...really I'd consider the top list of abilities for archers the most important...the middle one mediocre, and the lower one less important...personally.

When she gets attacked by a melee - just use dirty fighting and then range again. I have an archer PC and she is great.

Well, thank you. The thing is, I don't like my team being too strong. It makes it too easy. I'm the type of guy that played through hard with Alistair, Oghrim, my Warrior, and Wynne without much trouble. (Except on that damned Loghain fight and of course on the last boss.)

Now I'm trying for a play through hard with two archers and two warriors. The warriors will be a tank (Alistair, templar/champion) and a dual-wield warrior (reaver/duelist). I'm trying to evoke a sense of distrust toward magi about my character, and therefore will be trying for a playthrough with no magic whatsoever.

Bows are currently the weakest weapons in the game, tho supposedly being fixed in the next patch.
Its a waste of talents if you change Leliana to dual wield daggers as she has 4 points in archer skills already. Which is a shame as i wanted her using daggers
I think if you want more DPS out of her to get behind the enemy so you are shooting their flank = more dmg or more hit chance i think.

Archery could stand to do some more damage, but I think a lot of people are expecting it to be something it's not. Everyone's already figured out that a melee Dual Wield build that takes Momentum and focuses on auto-attack does the most DPS in the game, and anything that isn't that or a Mage is carelessly deemed "useless". 2H Warriors are "useless", Archery is "useless", etc.
In my mind, the benefits of Archery are:
Low threat. I'm not sure why everyone's complaining about Archers dying so easily. My Leliana has almost never drawn aggro. You can argue that that's a result of Archery's low damage, but it's a facet nonetheless.
Range. You would think this should be fairly self-explanatory. A friendly archer can begin belting enemy archers and Mages from relative safety as soon as most battles begin without having to run through a room of melee combatants which will converge on you and kill you. Archers are also great for picking off enemies with low health as they don't have to waste time running around and positioning themselves close to a target, and their damage comes in a constant stream rather than big splashes like Mages. Bottom line: they can deliver their damage where it is needed with far greater efficiency than any other DPS build.
Combat utility. Piercing Shot, Crippling Shot, Scatter Shot, etc. If you cannot find a use for debuffs, especially on harder difficulties, then I don't know what to tell you.

arrow of slaying's a winner. on my greatest damage dealt i managed 391 & i'm L14 [ profile is only showing L12 at the mo].i have beasted up my dex though.
think i'll get that for leliana too.i don't get that damage every time though but that's basically a mage on their arse before they've done a thing.
