The bolded statement leads me to believe that I should be able to download the PC version when I purchase ME2 for PC.

If the DLC does transfer then I would likely end up buying the remaining DLC that I don't own just so I can have it all but if it doesn't transfer then I don't think I will get it for PC. If I have it without the DLC I will be too tempted to buy a few of the DLC packs again and spend another $20-30 that I really don't want to spend on the same game twice.

I am in the same boat, I just purchased ME2 from Steam and plan on hocking off my 360 version.
Sadly, there doesn't seem to be anyway for 360 users to transfer they're DLC to the PC. Sure, Zaeed works, but there is no way to seemingly download the others. It is really depressing.
I'm currently looking into EA support. I bought 2 versions of their same game, the least they could do is transfer the DLC (which it is clearly possible and allowed, as Ifandbut01 has posted).

Bad news. I registered my new Cerberus Network code and now I have double entries on my registered game promotions page, one network entry for Xbox and a new one for PC/Mac. It does not appear that there is a way for me to download the content.
I am going to attempt to go through the support channels and see what can be done. The information on the game promotions page is misleading at best. I hope they will be able to give me access to the DLC but the Steam sale ends in 9hrs and I think I'll be lucky to hear anything by Monday with the holiday.
At least it was only $10.

Hope that helps. (oh and also i got the digital deluxe version for the pc and now it seems i can get the collectors armour and incisor rifle for my 360 version too which i will check later)

Now when I am going to play the steam version, do I need to use the new Cerberus key? shouldn´t it be enough to login to my EA account?

Nope.
That's all free DLC that came with the Cerberus Network or was acquired by entering a promo code.
Everyone here is curious about paid DLC (IE stuff you buy through the Microsoft Store).

Second, I see that contacting customer support is the way to go here yet I have searched bioware's website quite a bit and have not found the right contact information. Do I have to contact EA instead or am I just not seeing bioware's contact email? I hope it's not EA as they have never had a great track record with customer service (not for me anyway). Thank you all in advance.

Sent an email to the support people clearly stating my issue with the DLC and how it is specifically stated that the DLC is available for both versions. I'm still awaiting the reply, but I expect it to say they are not interchangeable, I shall post the results of my endeavor here afterwards.
