I'm thinking about deleting my account and starting a new one but I don't know if I'll lose my game promotions when doing so, I've already redeemed the codes for Blood Dragon Armor, Staff of Parthalan, Hindsight, and DAO Collector's Edition. Will I lose all this?

Go ahead and create the new account, write down the essentials (username, email, etc.) and then contact EA support (pref. live chat, if available) and ask them to transfer the promotions from this account to the new one, listing all the essential information (likely no need to get specific with the DLC).
