Did Saren actually have a genophage cure? I go the impression from Okeer that he didn't, and that he had just been using the vat breeding process to bypass it. Kirrahe hadn't actually seen the inside of the base when he claimed that the cure existed. What does everyone else think?

Wouldn't they kind of be the same thing. Making Pure Krogan could eventually end the genophage.

Saren's cure was basically bypassing the breeding process entirely and creating Vat Krogan - Vat Krogan loyal to him only of course
.
Hmm, I wonder what would happen to Saren's Army when his Krogan hit the genetic trigger they need to return to Tuchanka for? [See Mass Effect 2] - could you imagine him placating thousands of ticked off Krogan clones? I don't think even Sovereign could keep control of that many.

The ones in the base are just a bunch of clones with altered DNA. And no, it's not the same thing. It's not a proper cure. Saren merely needs an army of puppets who breed fast.
