If you had explored this very site, you would have had them by now. Result number 1 under a google search for "download mass effect 2 dlc" [About 880,000 results (0.11 seconds)] went direct to where you needed to go.But seeing as you expect to be spoonfed.
Buy: Go to the top of this page, hover your cursor over "Games", Select "Mass Effect 2", then "Official DLC". Follow the links from there.
Download: Once you have bought them, again, on this page, go to the menus on the left, and select "Profile", then "Registered game promotions" and download the ones you have purchased.
Activate: Log into the cerberus network with the same account you purchased them under.
